Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within the Department of Public Works and Development, we are seeking a Transportation Division Manager to join our leadership team. We are seeking an experienced engineer with a commitment to excellence and a strong desire to serve the needs of Arapahoe County through this key managerial position.

Duties

Directs and manages the Transportation Division of the Public Works and Development Department (PWD), which core functions include infrastructure capital improvement projects, traffic engineering and operations, and transportation planning.

Responsibilities include supervision and administration of the processes and employees in the Capital Improvement (CIP) and Traffic Operation Sections/Programs of the division work, which involves administration, work planning, supervision, staffing, finance/budgeting and progress reporting.

The position prepares, implements, supervises and manages County Transportation Division budgets including transportation planning and engineering functions, pursuing funding sources, prioritization of projects and expenditures, determining funding allocations, cost estimation. Recommends policies and establishes and manages transportation engineering processes for sustainable, adaptable and efficient transportation system.

Responsible for the day to day operation and performance of the Transportation Division. Key responsibilities include:

  • Management of Division Personnel including recruitment and hiring, discipline and conflict resolution, work assignment, training, performance evaluation and feedback, leadership development, and providing coaching/mentoring.
  • Performance Management - responsible (in collaboration with the PWD Director) for setting goals for the Division, tracking and reporting progress and meeting those commitments.
  • Ensuring that policies and procedures that directly apply or support the Division are current and applicable, and have been well thought out and vetted. Identifying where gaps exist and developing plans to address needed policy or procedures.
  • Division level budget development and monitoring. Exercising control of expenditures to ensure compliance with approved budgets within Fund 10 (General Fund), 16 (Road and Bridge Fund), and 42 (Infrastructure Fund).
  • Full preparation for one on one meetings with the PWD Director by reporting progress on key goals, identifying issues or challenges and strategies to address them.
  • Overseeing the Division Score Card and performance measures. Reporting on Division Performance on a schedule identified by the PWD Director.
  • Providing key communication to staff from such sources as Division Manager Meetings, Quarterly Communication Meetings, Department Staff Meetings as well as others.
  • Responsive and attentive to requests from the PWD Director, Board of County Commissioners (BOCC), and other key stakeholders.
  • Provides support to the overall success of the Department and key Department initiatives or strategies.

Supervision:
Provide direct supervision and management of the CIP Manager and the Traffic Operations Manager, including regular one on one meetings with these managers to report progress on key goals, identify issues or challenges and strategies to address them.

Determines staff workload responsibilities and Division resource allocations. Develops and monitors staff responsibilities, duties and resource allocated. Acquires necessary resources for staff to perform functions.

Develops organizational structure; plans/assigns and directs work, establishes major operational goals and objectives, directs implementation, monitors progress, and follows up as necessary.

Performs supervisory functions for assigned professional and clerical employees including work assignment, training, performance evaluation, and employee issue resolution. Exercises discretion with all personnel issues and other sensitive department information.

Supervises work projects directly and through subordinate managers and/or supervisors.

Manages, directs and assigns work methods and procedures by utilization of Accela Automation and/or other software programs.

Provides leadership and management including assigning and reviewing the work of assigned staff.

Provides leadership to ensure a professional, efficient and effective work environment is maintained and fostered.

Ensures all County and Department policies and procedures are followed.

Management of Program(s):
Manages the operational, administrative, and supervisory activities of programs in the Transportation Division Programs;

The Capital Improvement Program via Capital Improvement Program Manager; providing management/planning/consultant selection/design/ construction and general project delivery for all capital improvement related projects.

Traffic Operations Program via Traffic Operations Program Manager; includes all aspects of traffic operations, traffic engineering, traffic engineering studies, traffic device deployment including signals, signing, striping, and traffic data collection. Operates, maintains and prepares recommendations and plans to improve existing traffic signals. Manages and provides response to Transportation Division related service requests from all sources. The Traffic Operations Program also manages the Arapahoe County traffic fiber optic utility serving Arapahoe County traffic signals and crash reporting tracking and reduction.

Transportation Infrastructure Planning Program includes multi-modal transportation planning and integration of such with land use/comprehensive plan and Open Spaces trail systems/park projects;

Pursues federal, state, and other outside of County funding for transportation infrastructure related projects including but not limited to application preparation, negotiations, lobbying, agency coordination, and agreement preparation.

Provides support for short- and long-term plan development for Multi-modal Transportation infrastructure improvements/programs and develops short- and long-term plans for the Capital Improvement Program for County growth and development. Provides the Divisions Capital improvement Program to the Director for inclusion in the County's Annual Capital Improvement Plan

Provides professional, managerial, and technical leadership and direction for efficient capital improvement, traffic operations, and transportation planning.

Provides support for short- and long-term plan development for infrastructure programmed maintenance including roadway, bridges, and traffic signals that exist or will occur because of County growth and development.

Prepares and submits for approval the operational budget for the area Division in Fund 10, 16, and 42. Tracks expenditures and revenue as applicable. Coordinates the receipt of applicable funding from external agencies and private entity contributions. Plans for and performs transfers of funding for projects and develops strategies to fund projects using various funding sources, as applicable.

Meets and confers with the Public Works and Development Director to plan, organize, prioritize, coordinate, and direct the facilities, equipment, personnel assigned to accomplish the core functions of the Division.

Coorindates directly with the Road and Bridge Division, Engineering Services Division, and Planning Division, as it relates to transportation issues throughout the entirety of Arapahoe County.

Recommends facilities, personnel, and funds required to carry out programs which are directly related with and directed toward fulfillment of overall organizational objectives.

Oversees the development of designs, plans, specifications, and estimates for the construction of capital improvement projects.

Analyzes and reviews related plans, reports, maps, construction documents, economic studies, and tests to assist in the design and planning of projects.

Manages project related contracts. Writes, evaluates, and approves requests for proposals.

Acts as a project manager on specific capital or transportation projects, as necessary.

Establishes County standard plans, specification and recommends policies.

Makes recommendations regarding all long range planning efforts, identifies transportation improvements needed to achieve consistency with adopted comprehensive and transportation plans and meet performance goals.

Reviews plans prepared by private engineers and contractors. Reviews computations and materials for applicability and compliance with regulations and constructability. Directs/oversees construction and maintenance at work site.

Participates on the Department's Technical Review Committee.

Oversees the preparation of plans and documents for capital, transportation, and traffic projects.

Develops the annual work plans in conjunction with Capital Improvement Program (CIP) and Traffic Operation Managers, Division goals, and annual budget requests and coordinates these activities and presents each to the PWD Director.

Executes approval for budgets and exercises control over the expenditure of the Infrastructure Fund (42), Portions of Road and Bridge Funds (16), and the Capital and Traffic Program portion of the General Fund (10).

Oversees procedures and reviews specifications for solicitation of bids.

Researches, develops and recommends transportation and engineering policies and procedures and implements changes.

Develop, assign, review, and approve applicable and assigned standard operating procedures and directives applicable to the Division for inclusion in the Department Operations Manual and APWA Re-accreditation process.

Attends a variety of professional seminars and training meetings. Stays current with the most updated technologies and techniques for performing Public Works work activities.

Prepares, coordinates, and reviews transportation planning studies including the County Transportation Plan. Coordinates with other Federal, State, and local agencies on transportation issues, iniatives, and studies throughout Arapahoe County.

Division Representation:
Advocates Division business and policies in study sessions with the Board of County Commissioners.

Makes final recommendations to the Board of County Commissioners on transportation related issues.

Prepares periodic written and verbal reports to indicate progress and/or status of all work by the Transportation Division. Presents monthly reports to the Director. Periodically provides informational presentations to the Board of County Commissioners and other groups as necessary.

Develops and recommends new policy or policy changes to the Board of County Commissioners, the Planning Commission, and other relevant boards or commissions; directs implementation of policies established by these entities.

May serve as staff to a variety of County commissions, internal and external boards and committees on transportation, maintenance, and/or engineering matters.

Serves as Division spokesperson in dealing with the public concerning complaints and inquiries relative to the County's infrastructure. Responds to public inquires and resolves issues where technically feasible and when resources are available.

Prepares and presents amendments to long range transportation policies to the Planning Commission and BOCC.

Negotiates critical and controversial issues with elected officials, CIP Program Manager and Traffic Operations Manager, top level engineers, and officers of other organizations.

Additional Responsibilities:
Performs special projects and duties as assigned by the Director of Public Works & Development.

SKILLS AND ABILITIES:

Working knowledge of the principles and practices of engineering, construction management, maintenance engineering concepts, supervision, administration, and budget/fiscal control for a County Division.

Ability to plan, coordinate, and direct the activities of Transportation Division; ability to analyze systems and make recommendations for additions, corrections, and/or improvements to the existing infrastructure.

Ability to read and interpret engineering drawings and blueprints relative to road and bridge construction and repair; ability to analyze work problems and develop effective solutions.

Strong skills in the use of MS Word, Outlook, Excel, PowerPoint and Project. Additionally, there should be a working knowledge of Management System programs.

Knowledge of principles and practices of engineering and transportation systems.

Knowledge of the methods, procedures, practices, equipment and materials used in the construction, maintenance, and repair of County roads, bridges, drainage, signs and R.O.W.'s.

Knowledge of principles of project planning and supervision.

Knowledge of modern methods and techniques used in the design and construction of a wide variety of public works/utilities engineering projects.

Knowledge of modern developments, current literature and sources of information regarding the assigned area of engineering.

Knowledge in the establishing and maintaining of transportation models.

Knowledge of principles and practices of urban multi-modal transportation planning, modality, and design, traffic engineering and statistical analysis.

Knowledge of principles and practices of Storm Water Management.

Knowledge of federal and state requirements, as well as, their processes for application and use of their funds on projects.

Knowledge of applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Knowledge of County regulations and policies relevant to assigned area.

Knowledge of cost and budget analysis.

Knowledge of the federal and state funding process for infrastructure projects.

Ability to make complex engineering computations and check, design, and supervise the construction of a wide variety of public and private facilities.

Ability to supervise and evaluate technical and administrative personnel in the performance of specific projects.

Understanding of the National Incident Management System (NIMS) and the Incident Command System (ICS). This includes understanding of the command reporting structure, common terminology, and roles and responsibilities inherent in a response operation. Insure that Transportation Division Staff meets the requirements for NIMS and ICS training.

EDUCATION:
Bachelor's Degree from an accredited college or university with major coursework in civil engineering or a closely related field, plus appropriate continuing education/experience.
A Master's Degree is preferred.

EXPERIENCE:
Minimum of ten (10) years professional level transportation, municipal project, and/or engineering experience with five years in the areas of transportation, storm water or construction. Four years of supervisory and project management experience is preferred.

(An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.)

State or municipal public works experience is desirable.

NECESSARY SPECIAL REQUIREMENTS:
This position requires successful completion of pre-employment background and motor vehicle checks.

Registered Professional Engineer in the State of Colorado required.

Possession of a valid Colorado Class "R" driver's license or the ability to obtain same within two (2) weeks of appointment.

WORK ENVIRONMENT:
Work is generally confined to a standard office environment, with occasional exposure to adverse weather conditions, construction site hazards and the hazards associated with driving from one site to another.

PHYSICAL DEMANDS:

This position requires a person with reasonably good health because of the common necessity to work more than normal office hours, particularly during emergencies.
