Nature of Work

Under general supervision, the Senior Systems Engineer's role is to install, configure, administer, manage, monitor, optimize, and secure the County's Compute and Storage platform, Cyber Security, Network Infrastructure, Harford County MAN, Emergency Services Computer Aided Dispatch System (CAD), Fire Services Records Management System (RMS), Harford County Emergency Operations Center (EOC), and County-Wide Cisco VoIP system. The Senior Systems Engineer applies proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues in order to minimize system down time and maximize the benefits of installed Technology driven systems. As a Senior Systems Engineer, additional responsibilities include being a mentor and providing training to Systems Engineers and providing project management on Data Center projects.

Examples of Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.   1. Provides support for the Microsoft Windows Server, Microsoft SQL Server, VMware Server, VMware VDI, and Office 365 environments.
  2. Provides support for the network infrastructure to include mobile data networks, wired and wireless network connectivity, WAN, HMAN, and Cisco VoIP system.
  3. Develop and implement policies that govern the application of security in the County Network and Data Center.
  4. Plan, schedule, and perform security updates for desktops and servers.
  5. Implement, manage, and monitor the security posture of the County Networks and Data Center.
  6. Provide management and administration of County, Public Safety/ES, and FireEMS Active Directory Domains.
  7. Provide administration, management, and support for Fire Services Records Management System (RMS).
  8. Provide support services for Department Emergency Services, 911, EOC, Command Bus, and Computer Aided Dispatch (CAD) system.
  9. Set up and manage VPN and Remote Access Solutions.
  10. Provide support for backups, business resiliency, disaster recovery, business continuity, and business resiliency.
  11. Monitor and analyze network and system logs related to security and performance issues.
  12. Identifies, investigates, and provides timely resolutions to Data Center and Network issues.
  13. Develop schedules and perform patch management for servers and network infrastructure.
  14. Prepares periodic maintenance plans and comply with change management procedures.
  15. Works with vendors and consultants to implement innovative and cost effective solutions.
  16. Develop and implement processes and procedures to maximize system availability.
  17. Provide project management for larger Data Center projects.
  18. Works as a team member to promote a responsive, customer-oriented services delivery team.
  19. Assist with developing and training new System Engineers.
  20. Assists users in maximizing the efficient use of networks and computing systems.
  21. Maintains confidentiality with regard to the information stored on county computing systems.
Minimum Qualification Requirements


  1. Proficient with Data Center Environments, Public and Private Cloud Services, and Co-Location.
  2. Proficient with implementing, administering, and managing the compute, storage and network infrastructure, routing protocols for LAN/MAN/WAN connectivity, working with VPN technologies, knowledge in application transport and network infrastructure protocols, public and private cloud services, Microsoft AD, and Office 365 along with an understanding of how to support these applications/protocols when accessed through VPN and firewall appliances.
  3. Proficient with VMware server and desktop virtualization technology.
  4. Knowledge and experience with implementing and supporting IP telephony technologies for the delivery of voice communications and multimedia sessions over Internet Protocol networks, such as the Internet.
  5. Proficient in implementing, administering, and troubleshooting network infrastructure devices, including servers, storage, firewalls, routers, switches, wireless access points, and health and security monitoring software..
  6. Proficient in Windows systems administration including Active Directory, Group Policy, Security, Printing, DHCP and DNS.
  7. Knowledge and experience supporting Emergency Services, Fire Services, and Public Safety agencies or departments.
  8. Experience performing administration and management of enterprise applications.
  9. Self-motivated with the ability to work in a fast moving environment.
  10. Must be analytical, organized, and detail oriented, conscientious of time commitments and management's requests.
  11. Demonstrates interpersonal skills to include telephony skills, communication skills, active listening, and customer-care.
  12. Ability to develop and maintain partnerships with vendors, county departments, and agencies.
  13. Ability to effectively troubleshoot and resolve technical issues in a timely manner.
  14. Ability to multi-task and adapt to changes quickly.
  15. Ability to communicate effectively in the written and oral form using clear, concise and understandable language.
  16. Ability to drive a county vehicle while carrying out assignments in county departments located in outlying areas and must be able to lift up to 50 pounds.


Associate degree in Computer Science, Software Engineering, Computer Engineering, Information Systems or a related field. Seven to ten (7-10) years of experience in the field of managing the compute, storage, network infrastructure, and/or enterprise applications.

Good working knowledge of Microsoft Windows Server, Microsoft SQL Server, Office 365, and VMware.


Bachelor's degree in Computer Science, Software Engineering, Computer Engineering, Information Systems or a related field. Five to Seven (5-7) years of experience in the field of managing the compute, storage, network infrastructure, and/or enterprise applications.

Good working knowledge of Microsoft Windows Server, Microsoft SQL Server, Office 365, and VMware.

LICENSE: A valid Class "C" non-commercial driver's license with no more than three (3) points may be required for some positions in this class.

SAFETY: Complies with Harford County Safety Manual.


  1. College degree in Computer Science, Information Systems or related field may be substituted for experience on a year-for-year basis.
  2. Years of experience may be substituted for College degree on a year-for-year basis.
  3. Employee occupying this position is considered a critical employee and is on call 24 hours per day, 7 days per week for emergency situations.
