General Statement of Duties:

This is a dual position that works with the RecreationSupervisor and Assistant Camp Director to plan, develop and administer the Summer and Winter Camp Programs to ensure the safety, well-being and personal growth of staff and campers.

The primary functions of an employee in this class is to assist in all aspects of recreation service delivery including; office support for therecreation division, implementing programs, and supporting special events. The Recreation Specialist is responsible for the City's Seasonal Day Camp Programs which includes recruiting, supervising and training of part time staff, staff evaluations, transportation coordination, behavior management and scheduling activities. Office support duties include: all aspects of recreation service delivery for recreation division, implementing programs, and supporting special events. An employee in this class works under the supervision of the Recreation Supervisor. The Recreation Specialist must demonstrate positive, professional role modeling at all times acting in a manner that is consistent with the mission of the Post Falls Parks and Recreation Department. The principal duties of this class are performed in a public building environment or an outdoor environment that may include working evenings, weekends and in adverse weather conditions.

Examples of Work Duties

EXAMPLES OF ESSENTIAL DUTIES:

Seasonal Day Camp Program ? 50% (Most of the director duties are performed at the Camp Site)

  • Assists Recreation Supervisor in planning, organizing, developing, scheduling and evaluating the City's seasonal day camp program;
  • Develops program themes, field trips, overnight camping trips, special events and family socials for the seasonal day camp program;
  • Assists with training, supervising, scheduling and evaluating part time seasonal staff;
  • Ensures that supplies and equipment for planned activities are purchased and available.Set up equipment as needed for program operation.
  • Responds to comments, questions and complaints from parents and community;
  • Maintains order and discipline and observes necessary precautions to secure the safety of campers;
  • Ensures that facilities are safe and ready for use by identifying and securing safety hazards and notifying Recreation Supervisor of needed corrections.
  • Attends to injury and accident victims; provides assistance and first aid where necessary.Contacts appropriate emergency services (911) if needed.

    Administrative ? 25%

  • Provides back up assistance for front desk activities: collects and receives fees for recreation programs
  • Answers incoming phone calls, providing referrals to other departments or staff as needed;
  • Operates office equipment such as personal computer, printer, copier, scanner and related equipment
  • Assists with assembly of informational packets
  • Runs errands, picking up or delivering papers or materials;
  • Types routine forms/letters or other documents;
  • Uses computer to obtain information or enter data;

    Marketing ? 15%

  • Assists with social media and marketing to promote and encourage participation in the recreation activities
  • Assists with marketing of program activities such as preparation of leaflets, flyers and other marketing tools
  • Assists with public relation duties, marketing, and advertising and distributing media materials to the community

    Program Support = 10%

  • Provides assistance and support for programs and events such as sponsor recruitment, fund raising, and even organization.
  • Accurately completes all City/Department forms for supervisory review and action.
  • Performs other related duties as assigned.

    REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

  • Possess the physical ability to perform the essential functions of the job.
  • Sufficient strength to lift objects up to 50 pounds.
  • Knowledge of recreation programs for youth.
  • Ability to communicate effectively with others, handle disputes, and remain calm and professional.
  • Satisfactory criminal background investigation per state law.
  • Operation of a personal computer and job-related software applications;
  • English grammar and punctuation.
  • Current office practices and procedures;
  • Event organization

ABILITY TO:

  • Maintain important records efficiently and accurately and to prepare clear and concise reports;
  • Work independently and in team situations;
  • Operate a personal computer and software applications appropriate to assigned duties;
  • Operate a motor vehicle, including a 15-passenger van;
  • Communicate effectively both orally and in writing;
  • Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
  • Work weekends, holidays, evenings, and other irregular shifts;

    ACCEPTABLE EDUCATION AND EXPERIENCE:

  • Must possess valid driver's license;
  • Associates Degree or 6 years' experience in child care or recreation or:
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Essential Physical Abilities

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively in person during game and recreational situations;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and observe and supervise during game and recreational situations;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate recreational equipment;
  • Sufficient personal mobility, stamina, physical reflexes, and flexibility, with or without reasonable accommodation, which permits the employee to stand for long periods of time, move as required to observe recreational actions, move and set up recreational equipment, lift up to 50 pounds, and work in an outdoor environment.
  • Ability to attain First Aid and CPR within one month of the beginning of Camp

2019 Overview of Benefits Information

Health & Dental Insurance:
The City of Post Falls offers Medical and Dental Insurance to eligible employees. Insurance begins the first day of the month following a minimum of thirty-one days of employment. A Vision Service Plan through AFLAC is offered to employees but there is no employer contribution made toward this plan. Insurance plan years runs from January 1st to December 31st. Because premiums are paid a month in advance, any new deduction amounts will occur with the first pay period in December unless you are a new employee and deductions will usually begin with the first pay period of the month prior to insurance eligibility.

The City has adopted a Preferred Provider (PPO) Network which means employees enjoy a greater benefit if they use a medical or dental provider that is considered "in-network". The City has no pre-existing condition waiting period.The City also contributes to a Health Reimbursement Account (HRA) on behalf of all eligible employees. Amounts vary according to insurance elections.
