Description

The purpose of the class is to perform routine-to-moderately complex technical work in the procurement of goods and services for the Public Works Department, to process accounts payable and maintain related records, and to perform other work as necessary in support of effective and efficient department operations. The class is given a general outline of work to be performed and is free to develop work methods and sequences; work is reviewed by supervisor periodically.
Duties

Researches new products, services and vendors.
Consults catalogs and/or contracts, and interviews qualified vendors to obtain product price quotes according to prescribed County policy.
Reviews submitted quotations for compliance with specifications; analyzes quotes to determine the best value.
Assists with formal bid solicitations and other special projects.
Verifies available funds for department purchase requests.
Receives purchase order requests; verifies for accuracy; enters information into the computer; issues purchase order numbers and places orders.
Receives and reviews invoices and matches to correlating purchase orders.
Communicates with vendors as necessary to expedite deliveries and resolve shipping / invoicing discrepancies and problems with product quality.
Works with Purchasing Department personnel to resolve purchasing problems.
Maintains and updates vendor records.
Prepares a variety of required records, reports and correspondence.
Receives and responds to inquiries, complaints and requests for assistance in areas of responsibility.
Performs a variety of administrative / clerical work as required, including but not limited to typing reports and correspondence, copying and filing documents, entering and retrieving computer data, sending and receiving faxes, answering the telephone, etc.
Attends staff and County meetings as required.
Attends training, meetings, seminars and/or workshops as required to enhance job knowledge and skills.
Performs other duties as required.
All County employees are considered public servants for the citizens of Dorchester County.When requested before, during, or after an emergency event, County employees are expected to work and serve the public in coping with the emergency.
Qualifications

VOCATIONAL/EDUCATIONAL PREPARATION:
Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in accounting, procurement, business or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
None.
EXPERIENCE REQUIREMENTS:
Requires over six months and up to and including one year.
