Essential Job Functions

(May include, but are not limited to, the following):

  • Receives, documents, stores, maintains, controls, releases, and/or disposes of property, evidence, or other items turned in to the Department of Public Safety.
  • Maintains files and records of property in custody; updates property and evidence documentation with tracking information (chain of custody).
  • Ensures that all releases and dispositions of property are legal and documented appropriately and accurately.
  • Interprets and applies laws, policies, and standard operating procedures related to the receipt, documentation, storage, maintenance, and disposal of property or evidence.
  • Initiates frequent contacts with individuals within the City, as well as federal, state, and local law enforcement agencies, businesses, and other municipal and private organizations.
  • Issues requisitions, maintains proper records of inventory; orders and distributes uniforms, equipment, and materials for all Department personnel; coordinates return of uniforms, equipment, and keys.
  • Maintains the security of the property and evidence storage facility at all times.
  • Conducts weekly crime laboratory trips with requested discovery items in coordination with the Court liaison to ensure timely return of the items from the District Attorney's (D.A.) office.
  • May respond with property van to crime scenes to collect packaged property and evidence and transport it back to the Department.
  • May be required to testify in court regarding safekeeping of evidence and chain of custody of evidence and property.
  • May be assigned to assist with staff training.
  • May provide work direction to assigned casual staff or volunteers.


Work is frequently performed in a highly structured, enclosed, and secured environment. Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment and using a computer screen. Acute hearing is required in the office as well as other remote locations. The ability to lift, carry and push, with or without assistance, equipment, property and evidence that may consist of large or variously shaped objects and weigh up to 50 pounds, such as a box of ammunition, is also required. The incumbent may be exposed to toxic substances and hazardous materials, such as narcotics, and weapons, as well as biohazards, such as blood and/or chemicals. This position will also drive motorized vehicles. Some of these requirements may be accommodated for otherwise qualified individuals, requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent; AND

One year of experience performing inventory control and/or records maintenance duties.

Knowledge of:

  • Proper English, spelling and grammar.
  • Mathematical calculations.
  • Report preparation.
  • Current methods and techniques of modern records maintenance and filing systems.
  • Inventory control techniques.
  • Office methods, procedures, software and equipment.

Ability to:

  • Follow specific oral and written instructions and general directions.
  • Learn the laws, policies and regulations related to property and evidence control, and methods of record keeping related to these areas.
  • Operate within the laws and regulations of a public safety environment.
  • Observe workplace rules and safety principles and work in a safe manner.
  • Effectively organize, prioritize, and follow-up on work assignments.
  • Maintain detailed records and prepare reports.
  • Demonstrate attention to detail.
  • Perform basic mathematical calculations.
  • Use standard office equipment.
  • Maintain accurate records.
  • Maintain integrity and confidentiality of information and use discretion and apply sound judgment in performing confidential tasks.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain and promote positive and effective working relationships with employees, other agencies and public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Learn the operation, policy and procedures of the Public Safety Department.
  • Work independently and as a team member; recognize and set priorities and meet deadlines.
  • Observe safety principles and work in a safe manner.

Possession and continued maintenance of a valid California class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.


  • Certification as a Property and Evidence Specialist or equivalent.

Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process scheduled for Tuesday, June 25, 2019. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).

Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the department. Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Candidates for this position will be required to complete a thorough background process. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
