This position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORK
Under general direction of the Director of Nursing/Deputy Director perform professional nursing service of considerable difficulty in the supervision of public health nursing programs and staff; performs related work as required or assigned.
Example of Work
(Illustrative Only) Supervises and evaluates assigned professional and support staff in provision of public health services, and other preventive health services. Prioritizes and allocates staff to health programs and assignments; provides staff training in proper work methods and techniques, assigns and reviews work and assists with the implementation of discipline and conflict resolution procedures when necessary; develops/writes grant applications and related documents including needs assessments, program methodologies, personnel and funding requirements to be submitted to funding entities for consideration; maintains required records and reporting to ensure that funding requirements continue to be met; reapply for grants as necessary to maintain funding for public health programs; provides leadership, direction and guidance to staff through the Director of Nursing/Deputy Director; meets regularly with the Director of Nursing/Deputy Director to discuss work performance, technical issues, strategies and procedures; supervises and provides administrative oversight to selected health programs; interface and collaborate with public and private agencies, to expand the scope f health programs and services; represent the agency on community boards and committees to address and respond to public health related inquiries; manage special projects and activities by delegating work assignments, tracking status, monitoring progress and paperwork; present findings to management, making and justifying recommendations; ensure that assigned personnel perform duties and responsibilities in a safe and prudent manner that does not expose them or others to unnecessary harm or risk of on-the-job injury; investigate complaints from clients regarding services received, determining the facts and circumstances of the complaint, and taking appropriate action to achieve a satisfactory resolution of the problem; manages the collection, analysis and reporting of project, operational and financial data; develops and monitors division budgets to stay within established budgetary limits; develops and implements new public health initiatives; maintains required security and confidentiality of information created or encountered in assigned duties; creates or assures creation and maintenance of required documentation for section activities; provides direct professional patient/client assessments, care and treatment or referrals through contact with individuals and their families, guardians and other affected parties; develops, researches and reports findings from special and professional research projects; ensures the provision of care according to program policies and standing orders, local, state, and federal regulations; provides clinical guidance and/or supervises staff including nurses, medical assistants, HIV case managers, and other staff as assigned.
Experience and Education
Graduate of an accredited school of Nursing with a valid unrestricted license as a Registered Nurse issued by the Arizona State Board of Nursing (failure to maintain the required licensure shall be grounds for separation) and three (3) years of experience in public health nursing including one (1) year in a supervisory role and must possess a valid Arizona driver's license, requires successful completion of a background check and fingerprinting clearance card. Preferred Experience: Bachelors of Science (BSN) in Nursing from a nationally accredited college or university with at least one course in community or public health nursing. Special Notice Items: Department of Labor Regulation CFR Part 1910.1030 requires notification that this category may have a high risk of exposure to blood borne pathogens, TB screening, Hepatitis B vaccine, and individual safety training and equipment will be provided
Knowledge, Skills and Abilities
Knowledge of public health nursing principles and practices; health sciences including health maintenance, promotion and prevention; principles of health education and counseling including staff development; principles of epidemiology; community assessment and health planning; principles of supervision and health care administration.
Skill in: The practice of public health nursing; staff development and training; quality assurance methods and procedures; supervision and management of multiple health services; community assessment, health program planning, development and evaluation, including budgeting; coordinating nursing services with other sections within the department and with other community agencies; supervising professional and support personnel; planning and implementing a staff development program; solving complex health care issues and staffing priorities; preparing complete and accurate reports and records; responding appropriately to emergency situations; establishing and maintaining effective working relationships with employees, other agencies and the public; following written and verbal instructions; communicating effectively, both verbally and in writing.
Ability to: Research and write detailed reports; select, supervise and evaluate the performance of assigned staff; read, to write and synthesize data and reports; write grant applications, statistical and narrative reports; use modern office equipment and computers; communicate effectively verbally and written; planning and organizing work; lift at least -20 lbs.
Special requirements: Essential duties require the following physical skills and work environment; operate laboratory and health related equipment, including protective devices such as masks or gloves.

HDHP-HSA Wellness Incentive for Employee Only option receives a $240.00 annual contribution to a Limited Purpose FSA card.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $3,500 per person per calendar year ($7,000 for two or more family members).
