THIS POSITION REQUIRES APPLICANTS TO BE TOBACCO AND NICOTINE FREE.

The Chattanooga-Hamilton County Health Department is a tobacco and nicotine free campus. The Chattanooga-Hamilton County Health Department prohibits the hiring of individuals who use tobacco or nicotine products in any form. Tobacco use has been confirmed by the Centers for Disease Control and Prevention and other reliable medical resources as the number one most preventable cause of death. Nicotine has been proven to be the habit-forming drug that is responsible for addictive use of tobacco and tobacco-related substances. The Health Department recognizes the importance of employees' health and the responsibility of maintaining a healthy and safe environment for all employees, volunteers, patients, and visitors. Therefore, all individuals who are offered a position with the Health Department are screened for tobacco or nicotine use as part of the post-offer health screening. Individuals whose post-offer health screening results are verified positive for tobacco or nicotine use will be disqualified from employment, their job offers will be withdrawn, and they will be disqualified from employmentwith the Chattanooga-Hamilton County Health Department for one (1) year from the date of the post-offer health screening.

Under the general supervision of the Senior Public Health Nurse; manages clinics and/or programs providing a variety of specialized public health care nursing services in the areas of assessment, prevention, treatment, case management, quality management, outreach and education.

Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Tasks

Oversees and manages all collaborating services such as: WIC; Family Planning; Prenatal; Primary Care; Dental; Child Health Immunizations; Adult Health; TennCare; etc.; ensures quality care in accordance with Health Department policies and procedures; participates in identifying physical, social, and emotional health needs; assists with assessments in developing comprehensive care plan; refers individuals to other health professionals and agencies; maintains clinic facility.

Develops goals, objectives and measurable outcomes of services provided; teaches nursing care in clinics; teaches and counsels staff, individuals and families on prevention of disease, health maintenance and restoration of health; insures accuracy of laboratory tests; ensures maintenance and repair of equipment; recommends budgetary needs to Program Manager; monitors monthly expenditures and inventory usage; prepares annual reports of expenditures, equipment and supply utilization.

Interviews, recommends hires; prioritizes, schedules, assigns, reviews and evaluates work of clinic staff and supervisors; counsels staff on personnel issues; develops corrective actions plans and disciplines in accordance with established Hamilton County Personnel rules, polices and procedures; approves sick, annual and personal leave; approves training expenses for staff continuing education and development; performs other related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of federal, state, and county laws, rules, regulations, policies, practices and procedures related to management of public health programs and services.
Knowledge of management and administrative practices and procedures.
Knowledge of professional Registered Nurse medical methods, practices and procedures.
Knowledge of medical applications for area of assignment.
Knowledge of computer hardware, software and peripherals related to area of assignment.
Knowledge of facility and equipment maintenance and repair.
Knowledge of customer service/public relations practices and principles.
Skill utilizing general nursing practices in the care of clients/patients.
Skill analyzing, and presenting medical information to a variety of clients/patients, staff and the public.
Skill prioritizing, scheduling, assigning, reviewing and evaluating work.
Skill implementing, prioritizing and managing budgets.
Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions related to medical information.
Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.
Skill establishing and maintaining effective working relationships.
Skill effectively communicating in both oral and written form.

Minimum Requirements

Bachelor's Degree in Nursing plus five (5) years work experience; an Associate's Degree/Diploma in Nursing or Licensed Registered Nurse plus seven (7) years experience may be considered; prior experience should include progressively responsible public health,supervisory,or related work. Must have a Registered Nurse License, CPR certification and a valid driver's license.

Physical Requirements:Work requires occasional long periods of standing, walking, lifting medical supplies or patients weighing up to 50 pounds, assisting patients in transfers to examination tables, performing routine lab work such as blood draws and specimen collection; extensive contact with infectious diseases, mentally ill or combative patients, home visits, case management and attention to detail. Some travel and on-call work is required.
