THE POSITION

The Department of Public Works is seeking an Integrated Waste Planning Administrator (Program Analyst) for the Recycling and Solid Waste (RSW) Division Landfill Operations.

This positionis primarily responsible for developing and maintaining policies, services, and programs for the City's compliance with the requirements of Senate Bill 1383 (SB1383).SB 1383's goals include the implementation of food waste collection as a part of green waste to achieve organics diversion and reduce levels of statewide disposal of organic waste. Responsibilities include but are not limited to, planning necessary to implement all related processes in support of SB 1383, debris management and solid waste master planning.The position will also collaborate with regional agencies to complete a joint needs assessment for organics/green waste disposal options, and attend stakeholder workshops with City, County, and State officials to discuss the SB 1383 implementation process.

The Integrated Waste Planning Administrator (Program Analyst) will prepare a variety of technical reports, including the tracking of related legislation, and providing analysis on the effect of new laws or administrative regulations to RSW's programs.

THE IDEAL CANDIDATE
The ideal candidate will have experience in environmental planning, program and project management, analysis, and the ability to clearly communicate the program polices with other departments or outside entities.The candidate will also possess strong organizational skills and exceptional interpersonal skills with the ability to effectively interact with employees, upper management, and customers.

DEFINITION
Under general direction, the Program Analyst performs professional-level project work in the administration, coordination, and management of a single program or project of moderate visibility, or assists in managing one or more major programs; researches, compiles, and evaluates data and makes recommendations; prepares reports and budgets; and coordinates program activities with other departments or outside agencies.

DISTINGUISHING CHARACTERISTICS
This journey-level exempt classification is populated with multiple incumbents. Incumbents perform a broad range of functional program management duties for programs with department or citywide impact. Incumbents may independently perform moderately complex program management work and make independent decisions on routine activities, or may perform complex program management work under closer direction and exercise less independent judgment and discretion. Duties require complete knowledge of departmental and program or project operating policies and procedures. The Program Analyst is distinguished from the higher class of Program Specialist in that the latter manages multiple programs of greater visibility and impact.

This classification is distinguished from the Administrative Analyst in that the latter is responsible for internal administrative functions for a department, while the Program Analyst has functional responsibility for a program or project.

SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by higher-level department or division administrative personnel. Responsibilities may include the indirect supervision of technical and clerical personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs research and analysis in the development of program or project activities, including program compliance and eligibility, regulatory issues, and funding requirements.
  • Performs research and prepares studies as required; conducts surveys, compiles and analyzes data and formulates program policies and procedures; monitors and evaluates program effectiveness and outcomes; prepares periodic or specialized reports of program activities.
  • Responds to program or project related complaints and requests for information; makes complex program eligibility determinations; conducts focus groups or meets with community or business groups regarding program; interprets and applies policies and procedures; hears and adjudicates complaints.
  • Identifies program, project or system enhancements; participates in the installation of new and revised programs and systems; participates in the development and implementation of goals and objectives.
  • Compiles materials and assists in the preparation of program-related grants, budgets, reports, manuals, and publications; coordinates procurement activities and related support functions for the program or project.
  • Coordinates program or project activities with other departmental divisions or City departments and with outside agencies; represents the assigned program or project in committee meetings; oversees contract service providers.
  • Prepares oral reports; makes oral presentations to a variety of City and departmental committees.
  • Gathers, compiles, and analyzes information for preparation of grants, contracts and agreements; assists in negotiating terms; implements, monitors, and prepares reports on conduct and performance; prepares statistical data and graphs.
  • Provides exceptional customer service to those contacted in the course of work.
  • Other related duties may also be performed; not all duties listed may necessarily be performed by each individual holding this classification.
QUALIFICATIONS

Knowledge of:

  • Principles and practices of public administration.
  • Principles and practices of program management, analysis, and coordination.
  • Principles of program performance measurement, systems analysis, and statistical measurement.
  • Research techniques, methods, and procedures; basic methods of statistical analysis.
  • Methods of reporting information.
  • Principles and practices of organization and public administration.
  • Principles, methods, and practices of municipal finance, budgeting, and accounting.
  • Principles, methods, and practices of basic methods of procurement, contracting, and/or grant writing.
  • Applicable Federal, State, and local laws and regulations.

Skill in:

  • Providing customer service, including dealing with people in sensitive situations and problem resolution.
  • Making presentations and conducting meetings.
  • Use of computers, computer applications, and software.

Ability to:

  • Communicate clearly and effectively, orally and in writing.
  • Effectively administer assigned program responsibilities.
  • Collect and analyze data and make sound recommendations.
  • Review organizational and administrative problems; recommend and implement appropriate courses of action.
  • Interpret and apply City policies, procedures, rules and regulations.
  • Meet multiple deadlines.
  • Establish and maintain effective working relationships with those contacted in the course of work.

EXPERIENCE AND EDUCATION

Experience:
Two years of paid full time experience performing as a para-professional as it relates to report writing, research, analysis and/or technical support in the areas of administration, program management or system operations. Experience in the program area is desirable.

AND

Education:
A Bachelor's Degree from an accredited college or university with major coursework in public or business administration, economics, accounting, personnel, or a closely related field.

Substitution of Education:
An additional four years of paid full time experience performing as a para-professional as it relates to report writing, research, analysis and/or technical support in the areas of administration, program management or system operations may substitute for the required education.

Driver License:
