The incumbent performs unskilled, semi-skilled, and skilled work in the maintenance of the City and County's undeveloped and developed park areas and cemetery. His/her primary responsibilities include performing a variety of unskilled tasks of routine difficulty related to the City and County's turf mowing, trimming and edging operations in parks, greenbelts and athletic fields and providing information and assistance to City and County staff and the public.

Maintains confidentiality of information consistent with applicable federal, state and city/county rules and regulations.
Coordinates, supervises, and documents all turf mowing, trimming, edging and annual aeration operations in parks, greenbelts and athletic fields. Performs diagnostic evaluation of turf grass areas that need attention and performs related duties as required. Equipment operation includes, but are not limited to, all rotary mowers (push mowers, riding mowers ranging from 72" to 16 ft. string trimmers, turf vacuum, edger cart (manual transmission), aerators (core and deep tine), various tractors, truck and trailer. Performs and ensures proper training and safety practices of self and other employees. Maintains park areas including trash pick-up and snow removal.
Prepares, develops, and maintains park areas which may include grass and weed mowing and trimming; tree and flower bed planting, watering, and maintenance; aeration; weed eradication; sprinkler irrigation; picking up trash; and snow removal. Assists in set-up for special events. Assists in inspections of contractor work, trash removal, painting, and equipment maintenance and operation.
Supervises seasonal maintenance crew and assists supervisor in preparation of performance appraisals; may recommend appropriate disciplinary action. Assists supervisor in training of seasonal maintenance crew. May act as troubleshooter to resolve problems within particular area of assignment.
Maintains a variety of records relating to maintenance, construction, and inspection of parks and facilities. Prepares and recommends requests for new equipment, materials, and supplies. Responds to complaints from the public regarding parks and facility conditions. Ensure, that problems are corrected in a timely and effective manner. Completes reports and inventory as required.
Operates construction and maintenance equipment such as pick-up trucks, dump trucks, tractors, water trailers, riding mowers, hand mowers, front-loaders, backhoes, box scrapers, tillers, aerators, snow blowers, sprayers, spreaders, weed trimmers, pruning tools, trenchers, grinders, and hand tools. Provides back-up coverage in the operation of snowplows during inclement weather. Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use. Performs routine inspection and preventive maintenance on assigned equipment and refer defects or needed repairs to appropriate division.
Duties require a full range of physical motion and activities including manual digging, pushing, pulling, lifting, twisting and turning the upper body, stooping, kneeling, crouching, climbing, balancing, crawling, reaching for objects, walking and standing. The incumbent must also be alert to peripheral activities when operating equipment and therefore must have a full range of movement in the neck and shoulders.
The incumbent is responsible for effectively managing his or her workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports and recommendations; coordinate departmental activities with other departments and agencies as needed.
The incumbent assists in recommending and implementing modifications to systems, policies and procedures. May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services. The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.
The incumbent assists in the preparation of the department's annual budget. Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control. The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual Service Efforts and Accomplishments to advance the City and County's mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe. Prepares purchase orders and processes invoices as assigned.
The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Answers letters of inquiry/complaints and talk with customers. Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.
May assist in other areas of Public Works as assigned. The incumbent keeps operational records and makes required reports. He/she operates a personal computer including associated software programs. He/she operates a motor vehicle in traveling to and from work sites. He/she ensures that facilities and equipment are maintained properly and coordinate maintenance and repair functions. He/she takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. He/she uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies. He/she performs related duties as required.
Training - High school graduation or GED equivalent.
Experience - Minimum of one year of responsible Turf Mowing experience. Experience supervising seasonal staff is preferred.
Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
NECESSARY SPECIAL REQUIREMENTS: - Must be at least 18 years of age. Must possess and maintain a valid driver's license and safe driving record for continued employment. Within six months of employment date, the successful candidate must obtain a valid Commercial Driver's license Class B. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: written evaluation (if requested), oral board, reference checks, driving record check through DMV, background checks including local police check and sex-offender registry check, pre-employment substance abuse screening test and background check required by DOT regulations, physical examination required to obtain a DOT physical card.
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The noise level in the environment is usually loud. Work is generally scheduled Monday through Friday with some weekend and holiday work required. Position also involves on-call duty which requires working weekends on a rotating basis and working all hours during emergency repairs as needed. Travel by pickup truck is required to reach work sites. The incumbent is exposed to the following environmental factors: work near moving mechanical parts; work in high, precarious places; working in or near moving traffic; fumes or airborne particles; electrical shock; toxic or caustic chemicals; year-round outdoor temperatures and weather conditions; and vibration. May have exposure to bloodborne pathogens. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee uses hands and/or feet to perform manual tasks such as lifting and digging. The employee is constantly to frequently required to stand, walk, push/pull, bend/stoop, and reach forward; frequently required to twist, crouch/kneel/squat, reach below the waist, reach above the shoulder, perform power grasping, and perform fine hand manipulation; and occasionally required to sit, climb vertically, crawl and be in quadruped position, work from heights, and work in confined space.
