Position Purpose

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed

Minimum Qualifications

EDUCATION:

  • Bachelor's degree in an economics, finance or business/public administration field.

EXPERIENCE

  • Five (5) years of experience in budgeting, accounting, financial analysis/reports, and/or revenue collections.

AND

  • Two (2) years of supervisory/management responsibilities (This experience may be included in the required experience listed above.)

EQUIVALENCY(IES):

  • High school diploma or GED plus nine (9) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
  • An associate's degree in any field plus seven (7) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
  • A bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
  • A master's degree or higher in a specified field plus three (3) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.

KNOWLEDGE, SKILLS, ABILITY(IES):

  • Effective oral/written communication skills.
  • MS Word/Excel or similar software skills.
  • Ability to interpret/enforce government regulations.
  • Ability to monitor and forecast revenues.
  • Ability to evaluate contract performance.
  • Ability to make public presentations.

PREFERENCE(S):

Aviation: Certified Public Accountant (CPA) and advanced accounting skills preferred.

Code Compliance Services: Ability to design/develop a computer system and to assist in development of ordinances/regulations preferred.

Communication and Information Services: Must pass Criminal Justice Information System (CJIS) background check. Candidates with experience in tracking IT assets, general accounting / reconciliation and inventory management skills are desired.

Dallas Animal Services: Ability to supervise an administrative office, knowledge in procurement process, ability to write policy/procedures, ability to address customer service issues, and ensure coordination for facility maintenance. Prefer candidates with a Master's in Public Administration. Preference will be given to those with at least 5 years of budget and purchasing experience in a local municipality.

Dallas Fire Department: Position will be responsible for managing/developing the 267M operational budget including account reconciliation, budget adjustments, revenue, reimbursements and position management Successful candidate should demonstrate fast paced critical thinking skills, strong understanding of public policy, innovative ideas and the best practices in organizational budgeting and accounting. Must provide strong, professional team leadership, delegation and follow-up. Experience using Oracle or other budget and financial management software a plus. Extensive Microsoft Excel experience required. Bachelor's Degree in Accounting, Finance, Business Administration or Public Administration desirable. Master's degree preferred. Weeknight and weekend hours may be required as necessary to meet budget deadlines.

Dallas Police Department: Prefer candidates with a Master's in Public Administration. Must complete the Department's drug screening and background check before being hired.

Dallas Water Utilities - Meter Reading Sections: Ability to manage daily operations and administrative staff in meter reading environment, knowledge of procurement processes, knowledge of meter reading functions and technology. Prefer candidate with strong people management skills, technology/project management and SAP experience a plus.

Housing/Community Services ? Housing & Urban Development: Three (3) years of experience with Housing & Urban Development (HUD) programs or state funded housing and community services programs preferred. Two (2) years of experience in utilizing AMS Advantage Financial System preferred.

Office of Financial Services: Position will be responsible for managing/developing the capital budget including account reconciliation, budget adjustments and debt analysis. Bachelor's Degree in Accounting, Finance, Business Administration or Public Administration desirable. Master's degree in Public Administration or Business Administration and capital budgeting experience preferred. Successful candidate should demonstrate critical thinking skills, strong understanding of public policy, innovative ideas and the best practices in capital budgeting and accounting. Experience using Oracle or other budget and financial management software a plus. Microsoft Access experience preferred. Weeknight and weekend hours may be required as necessary to meet budget deadlines.
