Description of Work:
This position serves as the overall Construction/Contract Administrator for all division/system-wide design agreements and informal contracts associated with the operations section for the Mountain Region. The ideal candidate willhave a thorough knowledge of project management and detailed knowledge of the State's building codes, NC General Statues and the State Construction Office's submittal, bidding, monitoring, inspection and approval processes for Informal Contracts. Willfrequently develop and submit highly complex drawings, specifications and construction estimates to the Office of State Construction on behalf of the division for review to meet all state environmental and construction codes and standards. Serves as project monitor on behalf of the division on highly complex Informal Contracts assigned to them which include the design and construction projects, maintenance, and demolition projects of the highest complexity in values up to $500,000.00. As well as development of contract specifications, holding pre-bid meetings, receiving sealed bids, awarding contract projects, pre-construction meetings, hold weekly and monthly progress meetings, submitting invoices and performing project finals and project close outs on behalf of the division.This work requires complex technical knowledge of a wide range of park system infrastructure facilities and systems with extensive overnight travel throughout the region on a regular basis.

**This position will serve in the Mountain Region with office location to be Lake James State Park or Lake Norman State Park.**

May be required to workevenings, weekends, and holidays.

Knowledge, Skills and Abilities / Competencies

  • Workingknowledge of contract management from developing specifications, holding bid meetings, and shall have a thorough knowledge of project management.
  • Must possess the knowledge, skills and abilities necessary to read blueprints and structural specifications, estimate material.
  • Possess ability and skills to coordinate supervision of both skilled and unskilled workers, and work with various contractors and vendors
  • A working knowledge of the NC building and Accessibility codes, National Electrical Code and the NFPA (National Fire Protection Association) regulations, NC General Statues and the State Construction
  • Knowledge of the State's rules and regulations for the informal contract bidding process with ability to write specifications, write informal contracts, solicit bids, conducts pre-bid meetings and construction meetings.
  • Must demonstrate skills and abilities to complete cost and cost assessments in detail related to maintenance and construction projects.
  • Knowledge and skills in the operation of computers, office equipment and associated word processing and spreadsheet software to prepare and maintain records and reports.

Management Preference:
Working knowledge ofthe Departmental Database, Money Counts, Project tracking, etc

Within 90 days of hire date, must have the ability to obtain:

  • A valid class A-Commercial Driver's License (CDL) to drive various classes of vehicles and tractors.

Within 12 months of hire date, must have the ability to obtain and maintain:

  • A valid CPR Certification.
  • Division Sponsored Chainsaw Operations Training

Within 24 months of hire, must have the ability to obtain and maintain:

  • A valid C-Well Certification.
  • A valid Subsurface Wastewater Treatment Certification.

A skills assessment may be conducted during interview.

Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology or mechanical engineering technology from an appropriately accredited institution and three (3) years of progressive experience in construction or facility maintenance including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or High school or General Educational Development (GED) diploma and five (5) years of progressive experience in facility maintenance or construction including journey level experience in at least three (3) building or mechanical trades including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or an equivalent combination of education and experience.
