MINIMUM TRAINING & EXPERIENCE

Bachelor's Degree in planning, public administration, business or a related field, with a Master's Degree in planning or public administration preferred, and 6 years of experience in rural and/or urban planning, including experience in a supervisory capacity. Certification by the American Institute of Certified Planners preferred. Must possess a valid Florida's Driver's License and have an acceptable driving record and maintain an acceptable driving record.
EMERGENCY DECLARATION STATUS

Code 1 - Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB

Under limited supervision, performs complex technical, administrative and professional work in directing and coordinating the activities of the department to ensure orderly growth, protection of the environment, enforcement of building codes and other city ordinances. Employee is responsible for planning and directing a variety of professional programs in the department; administration, interpretation, and enforcement of the land development codes. Employee is also responsible for the formulation, installation, modification, and improvement of master and subsidiary plans for the City's physical, economic and community social development, including the formulation of the Palm Bay Comprehensive Plan; coordinating annexations with needs of various departments; maintenance of the Land Development Code; and supervision of the Building Division, Land Development Division and Code Compliance Division. Work involves compilation and preparation of departmental budgets, preparation of special reports, coordination with other local, state and federal governmental agencies and representing the City on various boards and committees. Reports to the City Manager.
SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Plans, organizes and directs the activities of professional, technical and clerical personnel engaged in the compilation, analysis and interpretation of data affecting community planning and development; oversees the day-to-day activities of the divisions and programs to ensure compliance with City policies, procedures and City Manager directives.

Monitors the activities of the administrative work, including the evaluation of the effectiveness of programs, development of new programs and procedures, development of administrative policy, implementation of approved policies, and ensuring the goals and objectives of the divisions are being attained.

Analyzes problems, needs, services, and requests for assistance of the various programs; recommends and determines project priorities.

Plans, implements, amends and monitors the City's Comprehensive Plan; develops environmental, and other programs as assigned; develops and implements an annexation program to create additional commercial and industrial acreage to create jobs and expand the tax base.

Supervises the site plan program, building construction permitting and code compliance functions in the City. Works with builders, developers and the general public on development related issues.

Responds to questions, complaints and requests from the public concerning the interpretation and enforcement of the various codes and ordinances. Administers, interprets and enforces the Land Development Code for the City.

Attends and serves as staff advisor to the Planning and Zoning Board, City Council, Board of Adjustment, Board of Adjustments and Appeals, Code Enforcement Board, and Building and Construction Advisory Board, and other city, county, state and homeowners association meetings as required.

Supervises the gathering and analysis of statistical and narrative data pertaining to population growth, land use, environmental conditions and development.

Directs the preparation of charts, maps, graphs and other illustrative material for presentation to elected officials, appointed boards, community groups, and concerned citizens; participates in meetings and public hearings to explain recommendations and planning and development proposals.

This position is a Department Director and is covered under Personnel Policies and Administrative Code.

Health Insurance: Health care plan optionsincludeHDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dentals coverage is offered in three plans that include a prepaid, indemnity & PPO plan. Orthodontic coverage is included in two of the three plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of two times their annual base salary at no cost. Additional coverage is available at the employee's cost up to 5 times their annual base salary not to exceed $200,000.

Dependent Life Insurance: The City of Palm Bay provides each employee with dependent life insurance in the amount of $5,000 per dependent at no cost and employee may purchase an additional $5,000.00.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 6 month waiting period.

Executive Defined Contribution Retirement Plan:City contributes a base of 3.75%. Employees maycontribute up to9.75%and the Citywill match the employees contribution up to 6%.

Holidays: 10 holidaysand 1 birthday holiday.

Paid Leave: You accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after10 years of service. Administrative leave ? 80 hours per year.
