Performs advanced engineering work, application support, development and maintenance of GIS System and Auto CAD. Work involves planning, organizing and coordinating information technology programs, activities and projects. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. May work other than 8:00 am to 5:00 pm. Must be available for emergency call out after hours, weekends and holidays. The employee is required to be on duty before, during and after natural disasters and emergencies as directed by the supervisor.ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist the general public and other agencies and officials in obtaining information on floodplain, drainage, engineering projects or in resolving questions.
Uses computer software to develop engineering analysis of design problems in hydraulics, hydrology, drainage and control facilities, street and road design.
Supports geographic information system (GIS).
Incorporate various County mapping functions, paved/non-paved roadway mapping inventory, bridge mapping inventory, sign mapping inventory, etc.
Performs data analysis and generates management reports.
Works with other external partners to expand GIS database features and develops new feature layers to enhance county operations and forecasting.
Prepares specifications and estimates.
Draws plans for paving and grading of roads, drainage, improvements, bridges, plats, parking lots, landfill areas, septic systems, right of way maps, preparing preliminary or working drawings as needed.
Revises and maintains county road maps, Constable and Justice of the Peace maps, and city and county voting precinct maps.
Maintains the drafting room drawing files.
Prepares calculations on survey closures, material cost estimates and road construction and drainage projects.
Conducts research on deed records for data needed for county related projects.
Performs such other duties as may be assigned.EDUCATION AND/OR EXPERIENCE
Bachelors degree from an accredited four year college or university with a major in geographic information systems (GIS) and Auto CAD, engineering, geography, computer science or a related field plus a minimum of 5 years professional experience supporting and developing software applications and supporting geographical information systems or; Associates degree from an accredited college with a major in geographic information systems (GIS), engineering, geography, computer science or a related field plus a minimum of 7 years professional experience supporting and developing software applications and supporting geographical information systems or; High School or GED plus a minimum of 9 years professional experience supporting and developing software applications and supporting geographical information systems.KNOWLEDGE, SKILLS AND ABILITIES
Certificates, Licenses and Registrations: Valid Texas motor vehicle operator's license.
Other Skills and Abilities: Thorough knowledge of application software development methodology.
Thorough knowledge of database design.
Thorough knowledge of GIS applications technologies including ESRI ArcView and ArcGIS..
Thorough knowledge of mapping, datum and projection techniques.
Thorough knowledge of structured query language (SQL).
Thorough knowledge of programming languages and developer environments including Visual Basic, Microsoft Access, Visual Basic for Applications (VBA) and Microsoft .NET.
Ability to communicate effective both orally and in writing.
Ability to establish and maintain effective working relationships with other county employees and officials and the general public.
Ability to prepare engineering plans and specifications independently using a wide range of drafting tools and equipment.
Ability to use a programmable calculator.
Ability to read and interpret engineering plans, working drawings and notes.
Ability to do engineering calculations.
