Description

The Firefighter Recruit is responsible for learning and demonstrating proficiency in a broad range of subjects including, but not limited to, firefighting, emergency medical services, technical rescue and hazardous materials response. The Firefighter Recruit also participates in a physical fitness regimen during the academy or training period.

Essential Functions

  • Acquires knowledge of fire and emergency medical services, to become a member of Norfolk Fire-Rescue (NFR) by participating and successfully completing certification courses determined by the Commonwealth of Virginia, NFR Training, Administration, the course Medical Director and all testing and additional certification elements of the Hampton Roads Recruit Fire Academy (HRRFA).
  • Performs limited non-hazardous fire or emergency medical service functions.
  • Participates in physical fitness training.
  • Participates in and successfully completes state-certified Basic Recruit Training course conducted by the NorfolkFire Training Academy.
Education/Experience

High school diploma or GED equivalent. Degrees in Fire Science, Emergency Medical Services, or other related fields (i.e. emergency management, business administration, human resources, etc.) are preferred.

Valid Driver's License. Must successfully pass all entry level testing and assessments.

No experience necessary.

Current sanctioning by the City's Operations Medical physician required.

Must be able to perform the required physical aspects and meet the requirements and tests prescribed by the City's Civil Service Commission.

Musthave the ability to communicate effectively, both orally and in writing.

Must be at least 18 years of age.

Must have received an honorable discharge, if prior military.

Drug Usage:
  • Any use of a controlled substance listed in Schedule l of the Code of Virginia within 5 years of submitting an application to Human Resources, or for more than minimal experimentation at any time. (Includes heroin, LSD,MDMA, etc.).
  • Any non-medicinal use of a controlled substance listed in Schedule ll of the Code of Virginia within 5 years of submitting an application to Human Resources, or for more than minimal experimentation at any time. (Includes cocaine,hydrocodone,oxycodone, methamphetamine, PCP, etc.).
  • Any non-medicinal use of a controlled substance listed in Scheduleslll-Vlof the Code of Virginia, or any noxious chemical inhalants, within 6 months of submitting an application to the Department of Human Resources, or for more than minimal experimentation at any time. (Includes marijuana, steroids, huffing, etc.).
  • Any substantiated illegal act arising from the manufacture and/or distribution of any illegal drug.
Military:
  • Dishonorable discharge from the military.
  • Bad conduct discharge from the military.

Honesty:

  • Deceit or dishonesty in the application or examination process.
  • Any reasonably substantiated theft or pattern of thefts from employers or others, regardless of whether criminal charges were filed.

Application Process

FirefighterRecruit applicants must submit a City of Norfolk online employment application with the following additional items attached:

** All copies of certifications and licenses must be attached to your application **

  • Valid Driver's License.
  • Recent (within 1 year) DMV report from the state in which you are licensed.
  • High school diploma or GED certification.
  • DD 214 long form, if applicable (prior military only).

Screening Process

Applicants must successfully complete the following steps:

  • Written Test - Designed to measure the reading comprehension necessary to successfully complete required the required training(s) and certification(s).
  • Physical Agility Test - Designed to simulate typical work-related situations that require the ability to perform specific physical activities.
  • Oral Review Board - First interview.
  • Psychological Evaluation - Used to assess personality traits & psychopathology.
  • Background Investigation - Entails obtaining and verifying information in regards to prior employment verification, drug usage, personal & professional references and criminal, DMV and credit records. Also includes criminal background check and
  • Polygraph Examination - Used to verify the background data disclosed in the Personal History Booklet. Any deceptionconsidered to be an automatic disqualifierthat isdiscovered will result in the immediate discontinuance of your employment application being processed.
  • Medical Examination - Includes medical physical & drug screen; required vaccinations will be verified.
  • Fire Chief Review Board - Final interview.

Qualified candidates will be required to sign an acknowledgement indicating that they will refrain from using tobacco products, both on and off-duty.

Failure to include ALL of the required documents and/or certificates will result in your employment application being deemed incomplete. Incomplete employment applications will not be given further consideration in the recruitment process. Documents can not be added to your employment application submittal after the application has already been submitted.

One year probationary period required.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however,retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    If you are hired October 5, 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
