Job Description

This position functions as a second line manager directing and monitoring the work of first line Family Independence Managers in the Department of Health and Human Services' local office. This position has responsibility for multiple work units. The position is responsible to ensure timely and accurate administration of department programs such as FIP, PASS (formally JET), Food Assistance, Medicaid, State Emergency Relief, Child Day Care, State Disability Assistance and Emergency Services. The manager will provide direct support, direction and serve as the resource person to subordinate staff. The manager will monitor the progress of Department goals and objectives particularly related to payment accuracy, customer service delivery and collaboration with community agencies to enhance customer focus related to self sufficiency and strengthening families. The manager will assist with the integration of program support between Administrative Support, ITT, and Fiscal Units to promote agency outcomes.

Position Description

Required Education and Experience

Education

Possession of a bachelor's degree with at least 30 semester (45 term) credits in one or a combination of the following human service areas: social welfare, social work, sociology, psychology, family ecology, community services, family studies, family and child development, guidance and counseling, criminal justice, gerontology, special education, education of the emotionally disturbed, or education of the gifted. (NOTE: Status as a Family Independence Specialist satisfies the education requirement.)

Experience
One year of experience equivalent to a Services Program Manager 14; or, two years equivalent to a Family Independence Manager 13 or Services Program Manager 13; or three years equivalent to an Assistance Payments Supervisor 12.

Alternate Education and Experience

The following combinations of education and/or experience may be substituted for the education requirement.

One year of experience classified as a Departmental Analyst functioning as a Project Zero Coordinator and a bachelor's degree in any major.

Five years of experience as an Assistance Payments Worker, Migrant Program Worker, and/or a Job Start Worker.

Four and half years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and one year of college.

Three years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and two years of college.

One and a half years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and three years of college.

One year of experience as an Assistance Payments Worker, Migrant Program Worker, or a Job Start Worker and a bachelor's degree in any major.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.

Holidays

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
