Job Responsibilities

Implements all aspects of the rabies program activities in the Environmental Affairs, Bureau of Environmental Health Services, Upstate-Greenwood offices. Performs duties associated with the Rabies Protection Act; investigates animal bite reports, quarantines animals and submits animal heads to laboratory for testing. Coordinates and promotes rabies clinics. Participates on the rabies on-call team and in disaster/emergency preparedness activities as outlined in the region and agency policies. Perform all duties associated with inspecting residential and irrigation wells. Collects samples for bacteriological, chemical, and physical parameters from residential and irrigation wells as needed to resolve water quality issues relating to complaints and/or regulatory compliance in the designated area; coordinates sample collection with the laboratory. Prepares reports and correspondence and documents all work activities. Provides technical advice, technical assistance, and public outreach to well owners regulated community, and the general public. Performs complaint investigations concerning rabies and private well programs; initiates enforcement action as appropriate. This position may include participation as a member of the Emergency Response Team, overseeing environmental clean-up, which requires 24-hour on-call and response on a rotating basis. Performs other duties as required.
Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS: A high school diploma and experience in environmental health programs or radiological health. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering, or a related technical field may be substituted for the required work experience.

ADDITIONAL REQUIREMENTS: The agency's requirements area bachelor's degree in the natural or physical sciences or related technical field; or an associate degree in the natural or physical sciences or related technical field and two years of environmental experience; or high school diploma and four years of environmental experience. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

Must have excellent organizational and communication skills. Must be able to make presentations in a group setting; communicate clearly and concisely in both an oral and written manner; work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials; work independently in a field environment; work in all reasonable weather conditions; access non-traditional work environments; climb ladders, stoop, lift and carry up to 50 pounds; swim and work comfortably in a boat on open water and in rough weather conditions; walk on narrow cat walks that require a sense of balance; make visual observations of facilities, samples, plans, specifications, reports, etc.; visually differentiate between various shades of color; conduct field tests, using delicate instruments and chemicals, which require steady hands; and wear the required safety equipment as needed, to include but not limited to, safety glasses, lab coats, and nitrile or latex gloves. Must maintain a professional appearance. Must possess a valid driver's license and maintain a good driving record. This position requires the successful completion of prescribed technical coursework and passing any test relevant to the position within the probationary period or trial period. Occasional overnight travel may be required. This position may require participation on or assistance to the Emergency Response Team and will be subject to on call or call back 24/7.

Preferred Qualifications

Experience and knowledge of the Rabies Control Act. Knowledge of environmental health regulations, data management skills and proficiency with Microsoft office professional (Word, Excel, PowerPoint, Access). Field experience with tablet and desktop computers and peripheral equipment. Demonstrated ability to prioritize and manage time effectively.

                  This is a field position and approximately 90% of time will be spent outdoors in the field. This includes work in inclement weather, temperature extremes, and in the presence of wildlife.
