Function

Plans, directs and administers policies and activities for a comprehensive public works program to encompass design and construction of public buildings, major roadways, drainage and storm water systems, sewerage systems and safe traffic movements; all maintenance of street, drainage, storm water, sewerage and traffic control systems; maintenance of city facilities; refuse collection and disposal; energy production through a waste to energy plant; and review and inspection of private development design and construction. Supervises a varied staff of professional, technical, clerical and trades employees. Functions as a member of the Executive Management Team for the City of Hampton.

Examples of Duties

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Supports the Executive Management Team with efforts pertaining to organizational change and development. Assists departments in developing strategic plans, business plans and other continuous improvement initiatives pertaining to public works issues. Performs process review, redesign and implementation of departmental activities.

Develops proposals and reports and presents recommendations to City Management, City Council and to other groups. Responsible for coordinating with the City Manager for placement of utility items on City Council Agendas; ensures reports, studies and plans are appropriately processed in accordance with federal, state and city requirements.

Advises and consults with elected and appointed officials, commissions, federal or state regulatory agencies, department heads, staff agencies, developers, civic or private groups, individuals and others on problems, strategies, policies and procedures related to public works programs and projects.

Responsible for the overall leadership and oversight of the department. Provides leadership, counsel, motivation and constructive performance feedback to all staff assigned in support of the mission and strategic goals of the Department of Public Works. Improves and maintains the morale of a large, diverse staff through a variety of strategies including open communication, developmental opportunities and equitable implementation of personnel practices. Serves as a resource, coach, mentor, facilitator, advisor and technical expert to the various divisions within the department.

Directs and develops programs for the maintenance of all city facilities, street systems, storm water management and drainage systems, sewerage systems and refuse collection.

Directs and develops programs for the disposal of refuse and production and oversees the operation of a refuse to energy production facility for sale to third party, including disposal of city, Federal government and contracted waste for production of energy and sale to NASA and other private users.

Gathers data and plans for the departmental capital and operating budget annually. Directs subordinates in data gathering and budget preparation. Administers the budget as approved and makes adjustments in services provided to the community according to available resources. Initiates appropriation adjustments; monitors departmental expenditures throughout the fiscal year. Acts as a member of and provides technical engineering advice to the Capital Budget Committee.

Typical Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Civil or Environmental Engineering, Public Administration, Business Administration or a related field; Master's Degree in Public Administration or related field of study preferred. Requires six (6) to nine (9) years of progressively responsible managerial experience in directing the staff and services of a major, multi-faceted local, state or federal government public works environment. Requires Professional Engineer (PE) certification. Project Management Certification is preferred. Requires a proven track record in setting and achieving strategic goals; demonstrating leadership in support of organizational mission and values; working collaboratively with a very diverse customer base to deliver effective solutions with a keen commitment to excellent customer service; maintaining high standards of accuracy in exercising duties and responsibilities. Thorough knowledge of modern principles and practices of public works administration; extensive knowledge of the sources of engineering information; thorough knowledge of budgetary control and preparation; ability to direct and supervise public works activities on a large scale and in a coordinated manner; ability to establish and maintain harmonious working relationships with others; ability to communicate effectively both orally and in writing. Must be able to prioritize and manage multiple projects simultaneously and effectively; embrace diversity by fostering and maintaining effective working relationships with all customers; effectively utilize communication, negotiation and facilitation skills. An equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position may be considered.

Supplemental Information

The Director of Public Works receives general direction from the City Manager and/or Assistant City Manager and serves at the pleasure of the City Manager. This is a highly complex administrative and managerial position which requires the ability to formulate strategies, make organizational decisions which are consistent with goals and objectives established by City Council and City Manager, and implement those decisions into an efficient program delivery system. Involves extensive contact with the City Manager's staff, City Council, City Department Heads and employees, citizens and a variety of federal, state and local agencies and organizations. Requires the ability to function as a team member and must be adaptable to performing effectively under moderate to high levels of stress. Requires the ability to embrace change and function as a lead agent of change within the organization. Requires attendance at a variety of meetings generally held after normal working hours. The incumbent may be considered "essential personnel" during city emergency situations, or at the direction of the City Manager or designee which may include long hours and unusual schedules. The incumbent must establish a principal residence within the city limits of Hampton and maintain residency during tenure in this position and must meet the residency requirement no later than twelve (12) months after placement in the position. This is an exempt position.

Must possess a valid motor vehicle operator's license and must have and maintain a satisfactory driver's record based on the City of Hampton's criteria.
