Examples of Duties
Provides technical direction to department staff members regarding engineering and construction work; establishes and implementsdepartment policies and procedures; represents the Department incounty staff meetings and task forces; serves as County Engineerin conducting the final review of infrastructure construction plans in private developments; meets with regional, state and federal officials regarding municipal road projects and community development activities;
Interfaces with the general public and the business community regarding County requirements for road and infrastructure development and regarding road repair, drainage and development issues; meets with the County Board of Commissioners, County Manager, and municipal officials regarding department operations and road improvements for the County; develops the Department's annual budget request, implements the approved budget and monitors expenditures throughout the fiscal year; reviews and approves purchase requisitions, budget transfers, personnel leave forms, payroll documents and other administrative forms; interfaces and supports other County departments such as Storm water, Fleet Maintenance, Fire, Police, EMA, Parks and Recreation, Plan Review, and Facilities Maintenance;
Implements Capitol improvement programs for resurfacing, storm water conveyances, and signing and marking; prepares department contracts,request for proposals, and technical bid specifications
reviews incoming bid proposals; and makes recommendations for approving bids and contracts to the County Boardof Commissioners; develops department activity reports for presentation to the County Manager or Board of Commissioners;
Interviews and hires department employees, conducts performance evaluations, issues formal disciplinary actions and makes related personnel decisions regarding department employees; performs related duties as required.
Required to be on call for inclement weather includingflooding, snow/ice, high winds, or other inclement weather.
Five (5) to Eight (8) years of responsible supervisory experience in public works engineering and construction, preferably in a local government organization.
Knowledge, Skill, Abilities/ Supplemental Information
Knowledge of the principles, practices, current work methods and procedures in all aspects of public works, engineering, right-of-way acquisition, road construction and maintenance and traffic systems; knowledge of State laws, state construction standards and county zoning and development ordinances regulations; knowledge of the County'spolicies in personnel, purchasing, budgeting and other administrative policies that affect department operations; knowledge of techniques, tools, materials and equipment used in design and drafting work, land surveying, road construction and maintenance work; knowledge of management, purchasing and personnel principles and practices used in local government; skill in oral and written communications; skill in planning and implementing department programs based on adopted program goals and objectives; skill in applying engineering specifications and standards to complex engineering and construction projects, and problems and issues; ability to make effective oral presentations to County staff, governmental officials, and community organizations; ability to establish and maintain effective workingrelationships with County employees, developers, utility companies, the general public and others.

Annual Leave (vacation) is earned as follows:
- 0 months ? 5 years: 10 days per year
- 6 years ? 15 years: 15 days per year
- 16 years ? 20 years: 20 days per year
- 21 years and over: 23 days per year
Sick Leave is earned at the rate of one day per month for a total of 12 days per year.
Employees receive nine paid holidays per year.
Insurance benefits are offered to employees working over 32 hours per week.
New employees are eligible for insurance coverage on the first day of the month following one full month of employment.

Blue CrossDental coverage is provided free to the employee. Employees can enroll spouse and children up to age 26 for $51.28 per month.
Health Insurance-Blue Cross Blue Shield and Kaiser
Life Insurance-The county provides life insurance for each employee. The amount is equal to one year's salary.
Long-Term Disability-The county provides long-term disability for each employee. The benefit starts after the employee is out of work for six months and continues until age 65.
Retirement is managed by GEBCorp. Employees are required to contribute a percentage of annual salary for the Defined Benefit Program. Also available is an optional 457b Deferred Compensation Program.
