The Georgia Department of Human Services (DHS) provides a wide range of human services designed to promote self-sufficiency, safety and well-being for all Georgians. The department is one of the largest agencies in state government with an annual budget of $1.8 billion and nearly 9,000 employees. DHS is comprised of three Divisions: the Division of Aging Services, the Division of Child Support Services, and the Division of Family and Children Services.

The Georgia Department of Human Services (DHS), Division of Child Support Services (DCSS) is seeking candidates for the position of Communications Specialist 4. This position is located at 2 Peachtree Street. Atlanta, FultonCounty, GA.

DCSS is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs to include but not limited to Fatherhood, Prison Re-Entry and Problem Solving Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child's life.

Job Description

Pay Grade: L

  • Builds relationships between DCSS, Office of Legislative Affairs and Outreach (OLAO), the Office of Communications (OC), Division of Child Support Services (DCSS), federal Office of Child Support Enforcement (OCSE), other state agency contacts, external partners, and key stakeholders.
  • Assists in writing copy for advertising, marketing, social media, newsletters and other uses.
  • Maintains knowledge and understanding of division-led initiatives and is responsible for the development of marketing and communication materials for DCSS staff, the public and external stakeholders.
  • Coordinates and manages the development of marketing and communication materials for division initiatives to include the Fatherhood program, Parental Accountability Court (PAC) and Prison Re-entry programs to DCSS staff and external stakeholders.
  • Assists the DCSS director to serve as a liaison with various court systems, state agencies and the national child support community.
  • Assists the DCSS director with researching, compiling and disseminating information for presentations and internal correspondences for the Executive Leadership Team and field offices.
  • Reviews, maintains and submits updates to DCSS Website pages. This requires knowledge and proficiency of various web and social media (i.e. Facebook, Twitter, etc.) tools.
  • Researches, writes and edits articles and press releases for online and printed media.
  • Develops, designs and publishes a monthly newsletter and a quarterly newsletter as well as fact sheets, flyers and brochures.
  • Maintains multiple email distribution lists for the DCSS director for the purpose of distributing the DCSS newsletter and external communications to internal and external customers.
  • Interacts with local office managers, supervisors and partners throughout the division, recommending communication strategies for conveying information surrounding goals set by leadership and federal and state performance measures.
  • Creates strategies to increase employee awareness of changes and projects within the agency and to promote productivity relative to meeting division goals.
  • Serves as a member of the DCSS Leadership team, apprising members of ongoing activities and status agency newsletters and interagency.
  • Attends division events around the state such as program graduations, outreach events and conferences to create written, photo and video content.
  • Performs other professional responsibilities as assigned by supervisor.
  • Writes social media content on behalf of DCSS to be published to social media by the Office of Communications.
  • Serves as a member of the Office of Communications to develop marketing strategies to promote DCSS initiatives through digital advertisements.
  • Collaborates and creates videos and other multimedia to promote division initiatives and events.
  • Drafts messages and remarks on behalf of the DCSS Director.
  • Oversees and assists in the procurement and production of advertisements such as television commercials.
  • Experience with composing, editing and laying out/designing newsletters.

Skill Set

  • Possess and demonstrate a strong proficiency in the use of Microsoft Office Suite, Adobe InDesign and/or standard software applications typically used in a corporate office environment.
  • Demonstrate a strong ability to produce agency newsletters, brochures, and other electronic content.
  • Strictly comply with the DHS Stylebook and Communication Policy Guide and the AP Stylebook.
  • Work effectively at multiple levels of the organization and with multiple project teams, both internal and external to the organization.
  • Demonstrate an understanding of basic concepts related to project planning and design, research techniques and data analysis.
  • Possess excellent oral, written, presentation and interpersonal communication skills.
  • Proficiency in InDesign software.
  • Photography and videography skills a plus.

Core Competencies:

Minimum Qualifications

  • Bachelor's degree in communications or a related field from an accredited college or university AND Three years of communications experience.
OR
  • Six years of communications or related experience.
OR
  • One year of experience required at the lower level Communications Spec 3 (GSP042) or position equivalent.

Preferred Qualifications:Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:

  • Strong familiarity with the services offered by DHS and Associated Press Style.?A strong ability to produce agency newsletters, brochures, and other electronic content using InDesign software.
  • Researching, writing, and editing press release articles for online and print media.
  • Knowledge and proficiency of various social media sources (i.e. Facebook, Twitter, etc.) and a demonstrated ability to display professional etiquette when communicating business-related content over any public domain.
