The purpose of this position is to assist with the management of the department. This is accomplished by managing staff and employee relations; ensuring programs are viable and within budgets; overseeing library marketing and social media efforts; supporting the technology infrastructure; working on collaborative efforts with community stakeholders; developing and implementing budgets; and developing efficient work processes. Additional duties include responding to customer inquiries; working with vendors; and directing special projects.

Specific Duties and Responsibilities

  • Supervises department functions by managing staff; developing and ensuring compliance with policies, procedures, and federal, state and local regulations; and managing the infrastructure.
  • Coordinates the operational budget by developing budget materials; preparing estimates; reviewing revenues and expenditures; compiling information; and coordinating budget reviews and presentations.
  • Oversees marketing and social media efforts by investigating technologies; developing communication efforts; and working with staff and the public.
  • Develops collaborative efforts by working with staff and community stakeholders.

  • Master's Degree in Library Science from an accredited post-secondary institution
  • Five years of experience in library management

  • Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
  • Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products

Texas Municipal Retirement System
Employees participate in a statewide retirement program at 7% contribution with a city match of 2:1.
Five years vesting, 20 years retirement at any age.

Non-civil service employees accrue 6.67 hours per month (2 weeks per year).
All police employees accrue 10 hours per month (3 weeks per year).
All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Sick Leave
Non-civil service employees accrue 10 hours per month (3 weeks per year).
All police employees accrue 10 hours per month (3 weeks per year).
All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Non-civil service employees receive 11 paid holidays per year including one personal or "floating" day.

Longevity Pay
Earned at a rate of $4 per month.
This is calculated on number of years of service up to and including 25 years (maximum $1200).

Worker's Compensation
Worker's compensation coverage is provided for all employees.

Eligible for Education/Certification pay.

Deferred Compensation Plans- Mass Mutual
Payroll deduction for employee participation. City does not contribute.
