To perform complex and responsible professional administrative work assisting the Department or Division Head in handling functions in connection with departmental programs, such as personnel, budget, planning and operational procedures. Direct supervisory responsibilities of subordinate personnel within the Department or Division are an essential function of this position. This position will oversee administrative functions in the Parking Division. Successful candidate must be able to pass a typing test.Essential Functions
? Assists in the coordination of all administrative functions of the Department including budget, personnel, meetings, and clerical duties.
? Prepares/Composes a variety of complex and confidential documents and reports such as, letters, memoranda, reports, affidavits, and other materials; maintains departmental files and records.
? Enters a variety of data into computer system; prepares reports, updates files.
? Researches and collects information on operational and administrative problems, analyzes findings, and makes reports to Department Head.
? Assists with the preparation and administration of the annual budget and maintains budget and expenditure controls.
? Supervises and coordinates all budgetary accounting activities and confers with Department and/or Division Heads concerning acquisition and specifications for purchase of materials and equipment.
? Supervises and directs work of subordinates and evaluates their work performance.
? Assists with the installation of new programs, procedures, methods, and systems.
? Performs fiscal, statistical, and personnel studies.
? Conducts surveys and collects information on administrative matters; studies the findings and prepares reports.
? ? Associate Degree from an accredited college or university with major course work in public or business administration or related field.
? Five (5) years of general office experience of which two (2) years shall have been in a supervisory or responsible capacity; or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.
? Ability to type at a rate of 40 words per minute is required.
? Comprehensive knowledge of the operations of City government and principles and practices of public administration.
? Comprehensive knowledge of office terminology, procedures and equipment.
? Comprehensive knowledge of research methods and techniques, statistical methods and application and methods of report presentation.
? Ability to express oneself clearly and concisely, orally and in writing, and the ability to follow complex oral and written directions.
? Ability to prepare accurate, clear, complete and concise reports.
? Ability to analyze, interpret, and report research findings.
? Ability to establish and maintain effective working relationships with associates, municipal officials, and the general public and to handle all with tact and diplomacy.
? Ability to organize, instruct, and direct employees in the performance of varied tasks.
