Division Information:
The Financial Services Division is the business manager for the Department of Environmental Quality (DEQ) and is tasked with the responsibility for overseeing budget management, federal grant management, service contracts, commodity and service purchasing, building construction, acquisition/disposition of real property and risk management, account functions, as well as an array of general administrative services. The primary objective for the Financial Services Division (FSD)is the timely processing of divisional requirements in compliance with general statues, the Office of State Controller, and accepted policies and procedures. The division is currently comprised of three main units: Accounting, Budgeting, and Procurement & Facilities. The CFO has four direct reports, three who lead the above listed functional areas and one Accounting Clerk. FSD is comprised of 31 positions overall.

Position Information:
The primary purpose of this position is to independently maintain, record receipts, prepare and enter journal vouchers for receipts, and reconcile the North Carolina Cash Management Control System (CMCS) to the North Carolina Accounting System (NCAS) monthly. Deposits and transfers are certified, relevant tracking logs are updated, and corresponding NCAS journal vouchers are prepared and entered daily. This position certifies deposits daily in CMCS for all DEQ divisions and assures that all deposits made to local depositories are recorded accurately in NCAS and CMCS for all cash, check, and credit card deposits. CMCS batches and NCAS journal vouchers are scanned for electronic storage. Transfers to and from other agencies and entities are processed daily and monthly. This position works with the division fiscal staff to ensure that all transactions are recorded to the correct budget codes, funds and centers.

This position manages the processing of fees collected via the Automated License & Vessel Information Network (ALVIN) utilized by the Wildlife Resource Commission (WRC) that are split between the DEQ Division of Marine Fisheries (DMF) and the WRC. These fees are collected by five DMF locations and deposited separately from other receipts. DEQ accepts credit card payments for many licenses, permits and services, and this position is responsible for transferring credit card and electronic check transactions via the State Treasurer credit card account with Wells Fargo. Daily statements are sent to the DEQ divisions who prepare cash receipts journal vouchers so that the funds can be recorded in NCAS and CMCS.

This position monitors Core Banking to ensure that all deposits are properly recorded in NCAS and CMCS and initiates transfers when needed. This position processes internal transfers between the division budget codes monthly, assists with the month end reconciliations for the cash management section, and is responsible for other duties as assigned. Experience with NCAS, CMCS and Core Banking preferred.

The work schedule for this position is Monday - Friday, 8 a.m. - 5 p.m. and may require working beyond normal work schedule to meet the business need. This position is physically located in the Green Square Building in downtown Raleigh, North Carolina in Wake County.

  7. Demonstrated work experience with Cash Management Control System (CMCS).
  8. Demonstrated work experience usingboth Microsoft Word and Microsoft Excel.

Associate's Degree in Accounting from an appropriately accredited institution and one year of experience; or High school diploma or General Educational Development (GED) diploma and two years of experience in accounting work; or an equivalent combination of training and experience.
