TheOregon Department of Environmental Qualitycurrently has a full-time opportunity for anAccountingManager (Principal Executive/Manager-E)located within the Financial Services section. Financial Services Section
The Financial Services Section provides agency-wide accounting, accounts payable, audit coordination, contract and agreement compliance, cost recovery project accounting, payroll support, financial reporting services, assists in preparing the agency biennial budget, monitoring of the budget, emergency board requests and fiscal analysis of legislation and other proposals.

What you will do!
The selected candidate will manage all aspects of accounting for revenues, payments, and expenditures as well as applying advanced accounting theories to ensure that all accounting transactions are made and recorded in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and related federal grant financial requirements. The successful candidate will supervise technical and clerical accounting staff and implements internal controls to insure the accuracy and integrity of all financial information. The candidate will coordinate with the Department of Administrative Services (DAS), Statewide Accounting and Reporting Services (SARS), and Statewide Financial Management Services (SFMS) and assist in the preparation of Department financial statements and other requested financial reports.

This is a full-time, management services-supervisory non-represented position.

Working Conditions:
Work is performed primarily in a officesetting that requires heavy computer use. Frequent work under tight deadlines; daily and monthly which must be met as well as fiscal year-end deadlines. Extended hours during fiscal year-end reporting period. Occasional in-state travel.

Duties & Responsibilities

Duties include but are not limited to
Accounting

  • Prioritizes, directs and manages all aspects of the Agency's accounting function relative to revenues, payments and expenditures.
  • Determines the most effective utilization of staff and resources to carry out agency's priorities, goals and objectives.
  • Develops accounting systems, processes and procedures to ensure that all accounting transactions are made in accordance with Generally Accepted Accounting Principles, Governmental Accounting Standards, Oregon Accounting Manual, and related Federal grant financial requirements.
  • Recommends policies and changes to policies to meet Generally Accepted Accounting Principles, Governmental Accounting Standards, Oregon Accounting Manual, and related Federal grant financial requirements.
  • Responsible for fiscal year end and biennial year end closing.
  • Oversees agency Accounts Receivable function.

Staff Planning, Performance and Supervision

  • Manages the recruitment of staff by interviewing, reference checking, and making hiring decisions in accordance with agency policy, goals and programs such as affirmative action, injured worker, and employment laws
  • Incorporates affirmative action and diversity strategies into all hiring, retention, training, and management decisions in order to increase cultural awareness and diversity within the Division
  • Plans, assigns and approves work, including developing, implementing and updating position descriptions and work agreements for directly reporting managers and staff
  • Conducts and documents performance management discussions with directly reporting staff; recommends appropriate personnel actions
Qualifications, Required & Requested Skills

To be considered for this position you must meet the following minimum qualifications :

  • Three years of accounting management experience in a public or private organization which included responsibility for each of the following:
    1. development of program rules and policies
    2. development of long- and short-range goals and plans
    3. program evaluation and
    4. budget preparation

OR

  • Two years of accounting management experience in a public or private organization which included responsibility for each of the following:
    1. development of program rules and policies
    2. development of long- and short-range goals and plans
    3. program evaluation and
    4. budget preparation
    5. AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

  • Three years of professional experience as an accountant program/project leader,
    1. assigning and reviewing work of professional staff (e.g., accountants, accounting technicians, fiscal analysts, budget analysts, etc.)
    2. project responsibility for developing goals and objectives
    3. project evaluation and
    4. monitoring and controlling or preparing a budget.

Requested Skills (Desired Attributes):

  • State of Oregon accounting experience.
  • Knowledge of a specialized financial area or the integration of financial management systems within an organization.
  • Knowledge of financial applications of data processing and business law.
  • Knowledge of internal fiscal control requirements.
  • Knowledge of governmental or fund accounting and fund sources.
  • Skill interpreting and preparing financial statements.
  • Experience interpreting and implementing Governmental Accounting Standards Board (GASB) pronouncements.
  • Skill applying Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
  • Certified Public Accountant (CPA) certificate.
  • Experience supervising professional and technical accounting staff.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills.
  • Excellent attention to detail.
  • Ability to work effectively under pressure.
  • Familiarity with the Statewide Financial Management Application (SFMA).
  • Proficiency with Microsoft Excel, Access, Outlook, Word, and Hyperion Queries
