Under general direction, to manage the financial activities and accounting functions, supervise accounting staff; and perform difficult and complex statistical analyses; to assist with the annual budget preparation and oversee the annual financial audit; to develop and distribute internal financial reports; and to perform related duties as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Finance Director. Provides close to general supervision over professional, paraprofessional, technical and accounting clerical staff as assigned.Essential Functions
1. Supervises maintenance of the general ledger, including development and maintenance of the chart of accounts; determines proper account coding; provides technical assistance to Finance staff and other departments; and assures accounting records are in balance with actual cash, investments, accounts receivable, and deposits.
2. Develops, implements and enforces accounting policies, procedures and standards, and recommends changes to accounting procedures as needed.
3. Conducts and coordinates the City's annual audit and serve as the liaison between the City and its external auditors; ensures the completion of annual State Controller's Office Reports and other compliance reports as required.
4. Supervises the activities of staff responsible for carrying out the functions of business and rental registrations and payroll; assigns and reviews projects, providing assistance, evaluating performance, administering discipline, and making hiring, termination and pay change recommendations.
5. Responds to special requests for financial data and analysis, and requests for information on proposed and current projects and programs.
6. Participates in department-wide long range, strategic planning activities; prepares and recommends objectives, methodologies and associated schedules.
7. Manages the month-end and year-end close process and prepare related reports.
8. Provides financial information to City officials, staff, vendors and the general public; communicates complex financial information to a variety of audiences in writing and verbally in a clear and positive manner.
9. Performs financial studies and analytical and statistical reports as assigned.
10. Administers the City's business registration and rental registration programs.
11. Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:
Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, Business, or closely related field, and five years of progressively responsible professional accounting experience, including municipal or local government experience.
A California Class C Driver's License or the ability to obtain a valid license.

Thorough knowledge of current governmental accounting theory, principles and practices; internal control procedures; payroll and accounts payable functions; Governmental Accounting, Auditing and Financial Reporting (GAAFR), Generally Accepted Accounting Procedures (GAAP), and Governmental Accounting Standards Board (GASB) announcements; financial management software systems and ability to utilize various software programs to analyze and maintain large amounts of data.
Analyze and prepare complex financial reports; maintain efficient and effective financial systems and procedures; accurately account for City funds; analyze budgets and perform analysis of budget impact on fund balances to communicate effectively orally and in writing; establish and maintain effective working relationships with employees, City officials, vendors and the public; operate listed tools and equipment; accurately record and maintain records; analyze fiscal, budgetary or administrative problems and propose solutions; read, interpret and understand complex rules, regulations and ordinances; work independently; analyze and review organizational and management problems and recommend and implement effective courses of action; draft and edit reports and various documents; learn, interpret and apply City policies, procedures, rules and regulations; perform advanced level research and project management; elicit cooperation of others; properly interpret and make decisions in accordance with laws,rules, and policies and to assimilate and understand information consistent with essential job duties; think clearly and work well under normal and high pressure situations; make sound judgments in a manner consistent with essential job duties.Special Requirements

The employee typically works in an office environment. The employee will be required to attend Council meetings and work on weekends or during the evenings. Occasional driving is required to attend special meetings at various City facilities, training sites, and public and private events.
